Stamp 3

Stamp 3 allows residence in Ireland for a specified period without employment permission. It is used for dependants, volunteers and certain other family and residence categories.

We tailor Stamp 3 preparation to the reason the permission was granted. Stamp 3 can allow lawful residence, study in some situations and renewal where the basis continues, subject to its employment restrictions.

What it allows

ISD states that Stamp 3 indicates permission to stay in Ireland for a specified period, subject to conditions. The stamps page gives examples including volunteering with a charity or non-profit organisation, being a minister of religion, and joining a non-EEA, non-EU or non-Swiss spouse, civil partner or family member who is here based on a work permit.

For volunteers, ISD has a separate volunteer scheme. It allows work in a volunteering role with an eligible organisation for up to 2 years, with the possibility of a third year, subject to the conditions of the scheme.

For dependant family members, check the family permission letter or registration record. Eligible spouses and partners of General, Critical Skills and Intra-Corporate Transferee permit holders and Hosting Agreement researchers, granted family reunification, now receive Stamp 1G. Eligible minor children are also covered by separate Stamp 1G arrangements announced in November 2025.

Employment restrictions and other residence categories

Ordinary Stamp 3 conditions do not allow work or engagement in any business, trade or profession, including part-time, casual and self-employed work. The exception is where ISD has varied the permission to Stamp 1G conditions; a card still labelled Stamp 3 does not by itself establish the current work conditions.

The ISD volunteer scheme covers qualifying roles with eligible organisations. Participants may not undertake paid work of any kind or bring family members under that scheme.

Retirement is often confused with Stamp 3, but ISD’s retirement page says people who wish to retire to Ireland must apply for Stamp 0 before arriving. It also says retirement applicants must be financially independent and should have individual income of €50,000 per year, with a lump sum for major expenses.

How you get it

The route to Stamp 3 depends on the category. A dependant may receive it through a family permission connected to a sponsor’s immigration status. A volunteer must fit the volunteer scheme and the eligible organisation requirements. A minister of religion has a separate permission route.

The application should identify the category clearly. A dependant file should show the relationship, the sponsor’s status and support position. A volunteer file should show the organisation, role, unpaid nature of the work and how the person will support themselves.

Stamp 3 applications need financial evidence showing how the person will support themselves in the State without employment.

Renewal

Stamp 3 renewal usually depends on the original basis still existing. If the permission came through a sponsor, the sponsor’s own permission, address and relationship evidence may matter. If it came through volunteering, the organisation and role must still fit the scheme.

Apply to renew before the permission and registration expire. ISD requires this for stamp permissions generally, including Stamp 3, as gaps can affect later applications.

Where ISD has not already varied the permission, the required permission change or employment permit must be in place before work starts. Eligible minor children covered by the November 2025 variation do not need a new card to start employment during the transition to 26 November 2026; ISD’s employer letter should accompany the existing in-date Stamp 3 card.

Whether it counts towards citizenship

ISD states that Stamp 3 is reckonable residence when applying for citizenship by naturalisation. That makes document retention important, especially where the person later moves to Stamp 1G or Stamp 4.

Keep every IRP card, permission letter and renewal approval. Retain travel records for absences from the State so the citizenship residence calculation can be checked against the permission dates.

Where things go wrong

Ordinary Stamp 3 restrictions apply even to small or informal jobs. Check whether a specific ISD variation applies; a change in the sponsor’s status alone should not be treated as work permission. Volunteer permission applies only within the relevant scheme.
